A Buyer's Market
Is this the time to buy? Is it the time to sell?

Yes and Yes. While you almost certainly won't get as much money for your house as you would have for the same house three years ago, the price probably isn't going to improve much for at least three or four years. So, unless you want to hold on to your house for five years, this is a good time to sell.

Even though the government's Home Biuer Incentives have expired, the interest rates have stayed low - thanks to a strong bond market (bonds go up, interest rates go down). That means this is most certainly the time to buy!
